They do it for many reasons: Vultures eat carrion which has a lot of bacteria, spreading their wings and 'exposing' themselves helps kill the bacteria. They also do it do dry off their wings. Their feathers aren't quite waterproof, so spreading their wings dries the feathers. Also they do it to warm up. I've watched them in the foothills and, white ugly, are quite fascinating.
