the road east, which is now a designated historical HWY, was the only road....now I-84 below along the river. The carriages and then motorcars used this building as a rest stop. It can be very windy there so they needed a sturdy building. the docent told us the ladies were let out at the lower level and there were facilities and perhaps rest and have tea. The men got out at the upper level and smoked cigars!
