OK, maybe not EVERYBODY. Almost EVERYBODY.

Anyone who films in Yellowstone runs the risk of being found out of compliance, if....................... (read the permit guidelines linked below).

Thankfully, it appears that still photography has still dodged the permit bullet in most cases, although the "model" protocol could subject most Asian visitors to a fine, since they are in the habit of placing all members of their group in the foreground of photos.

Here's where things are going to get a bit complicated. Even though these rules are not all that old, they were created before the recent groundswell in video shooting and sharing, via GoPro, 3G, 4G, LTE, SmartPhones, Tablets, and DSLR's that shoot high quality video. Now, almost anyone can produce high quality finished video products if they invest in software and the time to make the magic.

I predict that the current permit guidelines will prove to be just short of impossible to enforce. How do you deal with a park visitor that acquires some excellent footage of an amazing event in Yellowstone (like tap-dancing bears or a Steamboat eruption), then mounts it on YouTube or some similar site 2 or 3 years afterward? What if Uncle Phil gets unprecedented video of an ephemeral waterfall in the Yellowstone backcountry, then dies 5 or 10 years later, and you inherit his work? (Three of us Loons actually witnessed this type of event in 2003, and one got some video of it. The waterfall was produced by a mongo thunderstorm, and only lasted for 5 or 10 minutes!)

This will likely be one of those classic examples of how humanity has trouble adjusting its culture, processes, rules, etc. to the reality of new technology that makes it into some social psychology text.
