When a ranger arrive at the VEC, if he or she hasn't seen Old Faithful him or herself, they will call out on the radio to see if any gazers are out and about early on. (Actually, they do this anyway for other predictions.) So if you had someone like me wandering around before dawn and I saw Old Faithful, then they can make the next prediction based on my observation. If no one was around, then they can't.
