they aren't really enrolled. Anyone logging on to the website and filling out a portion of the information were counted as enrolled even if they did not finish the complete process. How many of the 5, 6 or 7 million are really enrolled and have coverage is anybodys guess. And because this has went off so smoothly (sarcasm) I suspect to reclaim subsidies that weren't initially checked off will be an exercise in frustration.
