The statute limited the activity to private land, not public, but it's still bad law. It's not just limited to bugs in the drinking water. What about lighthouse flights to photograph the density of oil and gas wells, leakage from holding pits, breaks in pipelines? Pollution from adjacent wells of various kinds?

I didn't read the state document too closely, but I wonder who sponsored it. Looks more like a present to the mineral industry than the ranchers, but it does put a chill on anything that attempts to identify an environmental problem. I would think that Clean Air and Water acts would take precedence over this piece of stupidity.
