Surrounded by hills and mountains. They do a fairly good job of blocking the light dome from the city. Plus the very low humidity you mention. No water vapor to "catch" the light. To get that portion of the Milky Way (the core) in May, the shot was probably taken in the early morning hours. So the glow is either sunrise or light pollution from a city or town that could be 50 miles away.
