I have mine set so friends can download and do what I did with yours. I assume you're using the same settings.
But, the settings on flickr for this are:
1. anyone can do this
2. Only flickr friends can do this
3. no one can do this.
Veronica has hers set to #3. I use #2. You are using #1 or #2
Go to privacy and permissions in your settings
