The river isn't frozen at all, so there's no need for eagles to congregate at the dams on the river. They can fish anywhere:ponds, lakes, rivers.
To be honest, the Mississippi really doesn't freeze any more. At least not on the Missouri section. Past 10 years, you're lucky to get a week of frozen, which just isn't long enough to gather a bunch of eagles. It used to freeze from mid to late Dec to the end of Jan or later.
St. Louis people have been driving up to Davenport, Ia. in recent years. Seems like the freeze stops somewhere in Ia. now.
Oh, you might see a few at the dams, but nothing like it used to be with 2 or 3 hundred.
Today, I saw 6 or 7 in some cornfield on a carcas south of Hannibal.
