folks have had existing reservations cancelled; both lodging and campground for this year. The link is the status of Roosevelt; closed for phase 1, its a maybe for phase 2. Also a lot of complaints regarding the super high cost of car rentals.
I would put the odds at less than zero getting in park reservations at this point in time, but if you don't try you'll never know.
