This area has a turnaround, a parking lot and a picnic area. A trail is described as an enjoyable family trail along the river. So it seems to me that children are welcome there. I also thought (maybe it's my mistake) that the best time to take pictures of any wild life was early mornings or evenings! Less crowds! With heavy duty scopes or not.
