Perhaps wildlife harassment is viewed as his most egregious crime, and one that will be straightforward to prosecute given incontrovertible evidence.

Meanwhile I'm guessing he's going to go into withdrawal. He seems to be severely alcohol-addicted, which means fines and jail time aren't going to fix anything much for him, the parks he visits, or people having to deal with him.

Horrible situation even if Yellowstone's Justice Center is nice and new.
