What citations would be written in this case? Are there signs posted that prohibit climbing on the talus? I'm not trying to be an ass, I just don't remember.

Would PD be the people waiting to photograph random but inevitable rodents, or would he be the kids on the rocks? If a family is at a location and their kids are out climbing on rocks, running around, whatever, and a few photographers show up and insist the kids vacate the area where the photographers want to shoot, who has legal or moral standing?
